As political opportunities waned in the 1970s and 1980s and an ideological shift from socially democratic to conservative-minded politics became established, activists were required to band together into community development groups to take back control of their communities from the authority of local and state/federal government. Another obvious theoretical construct that relates to the lack of affordable housing is Marxism class conflict theory. This theory suggests that the creation of disparate and unequal classes in society breeds conflict between them, causing the eventual rise of the lower and middle classes in a coup of the elitists. The very existence of a housing problem in NYC highlights the inequalities that exist between the poor, the middle class and the wealthy. With a greater distribution of wealth and resources throughout the city, housing would become more affordable and more available
Lastly, both gendered conflict and racial conflict theories together help explain the reality that affordable housing availability mostly affects women of color, as evidenced by the demographic data.
