2013 yılı içinde büyük tüketciler ile bilgilendirme toplantilari yapıldı.
Talep Katilımının piyasa sistemine kademeli entegrasyonu için bir yol haritası planlandı.
Mevzuat itibariyle halihazırda Talep Katilımına izin veren DGP işleyişinde ilgili uygulamalar hakkında hazırlık yapıldı.
Yaz 2013 için DGP kapsamında bir pilot çalışma planlandı. Çalışma hazırlıklardaki gecikmeler nedeniyle Kış 2014 dönemine ertelendi.
Yan Hizmetler kapsamında ise, Talep Katiği olarak dönemsel kontrat altinda alınabilmesi için düzenleme süreci başladı. Bu süreçte talep katilımındaki temel teknik öğelerden ölçüm kriterlerinin belirlenmesi yönünde önemli aşama kaydedildi.
Nispeten daha uzun vadede, Talep Tarafnın halihazırda çalışmaları yapılan Gün İçi Piyasası ve Kapasite Piyasalarına katilabilmesi öngörülmekte.

Demand Side Management (DSM) commonly refers to programs implemented by utility companies to control the energy consumption at the customer side of the meter.
DSM is also known as Energy Side Management or Energy Demand Management whose ultimate aim is to reduce the peak demand of power plant.

DSOs physically distribute the energy and focus on grid stability and security of supply. They will play the role of neutral market facilitators to ensure robust and efficient retail market processes by providing information to market actors.

In this sense; DSOs should,

grid is performing – in real-time if appropriate.

Yan Hizmet Modeli
Talep Tarafı Katılımı, rezerv kapasitenin düşük olduğu, yani puant talebin emreamade kapasiteye yaklaştığı ortamlarda önemli rol üstlenmektedir.

Talep Tarafı Katılımı ile ortaya çıkan eşdeğer yedek kapasite diğer kaynaklarla aynı kriterler altında sisteme dahil edilir.

Bu modelin uygulamasında PJM öncü rolü oynamaktadır. PJM sisteminde regülasyon dahil olmak üzere yedek kapasite hizmetleri piyasa aracılığı ile alınır.
Kapasite Kaynagı Modeli
Kapasite Piyasası elektrik sisteminin ileriye dönük yedek kapasite ihtiyacının karşılanmasına yönelik bir enstrümandır ve kapasite kaynaklarının uzun vadeli sistem yedeği olarak kontrat altına alınması için bir prosedür ifade eder.

Örnekler; A.B.D.’de PJM, ISO-NE, Yeni Zelanda ve Avusturalya piyasa sistemleri.
Ekonomik Model
Talep Tarafı Katılımı aynı zamanda piyasadan enerji sağlayan tedarikçi kurumlar için toptan elektrik fiyatındaki salınımlara karşı sigorta işlevi görebilir.

Enerji Piyasasından aldığı elektriği tüketiciye 17 kr/KWh fiyatı ile satan bir tedarikçi kurum piyasa fiyatı bu seviyenin üzerine çıktığı saatlerde sattığı KWh bazında zarar eder. Enerjinin toptan maliyetinin 25 Kr/KWh olduğu bir saat içerisinde yapılacak 10MWh talep kısıntısının tedarikçi kurum için nominal değeri 800 TL olacaktır.
