Youth Participation in Government
The 1987 Philippine Constitution states that:

"The State recognizes the vital role of the youth in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being. It shall inculcate in the youth patriotism and nationalism; and encourage their involvement in public and civic affairs."
Republic Act 8044:

"The State hereby declares that "Youth" is the critical period in a person’s growth and development from the onset of adolescence towards the peak of mature, self-reliant and responsible adulthood comprising the considerable sector of the population from the age of fifteen (15) to thirty (30) years."
Republic Act 7160 Section 423. Creation and Election.

"(a) There shall be in every barangay a sangguniang kabataan to be composed of a chairman, seven (7) members, a secretary, and a treasurer."

Youth Organizations will be the basic unit
LBK is at the Municipal/City Level
The youth organization representatives will choose the Officers
Yearly term; no need for the participation of COMELEC
The LBK budget will be centralized with NYC; can be accessed through "bottom up" planning/budgeting; barangay budget remains

What is a Youth Organization?
Composed of at least twenty (20) members;
with a majority of members aged within fifteen (15) to thirty (30) years old;and
With a vision, mission, list of members and officers and/or report of a recently concluded project
Who are qualified to be an Officer?
must be 18 to 24 years old;
duly authorized representative of an organization in the city or municipality;
member of the organization in good standing;
a resident of the city or municipality for at least one (1) year immediately prior to election;
can read and write in Filipino, English and local dialect;
must not have been convicted of any crime involving moral turpitude.
