Bachelor's degree in Computer Engineering and/or degree in electrical engineering or computer science .
They would use blueprints, tests, and knowledge of new technology
One real life engineer is Henry Edward "Ed" Roberts. He was an American engineer and entrepreneur who was known as "the father of the personal computer".
Ed, then went to personal computers to solve the company's dept. He made the Altair 8800 personal computer with, Intel inside, the microprocessor Intel 8080. It was very popular with hobbyist and cost $397, $ in today's currency. Later Bill Gates and Paul Allen made a deal with Roberts and made the software Beginner's All-purpose Symbolic Instruction Code,BASIC,(an ease of use UI) able to run on his computer. Robert got tired of running the company, so he sold it to the company that made MITS disk drives(Pertec) in 1977.

Henry created the company Micro Instrumentation and Telemetry Systems-MITS for short-in 1970. The first success of the company was an electronic calculator which had over a million sales. Later the company became deeply in dept because of a price war.
