Events That Led To North Carolina Becoming Settled North Carolina had developed two political parties, the Prerogative party and the Popular party. The Prerogative Party believed that a government independent of the party would be best. The Popular Party, made of mostly men, believed that the will of people should determine government actions. The prerogative parties were always with what the proprietors did. The popular party often rebelled. The Proprietors ordered the deputy governor to establish counties as necessary to help the government. Settlers began arriving rapidly now that there was peace in the area. Many towns were formed.
