because it alludes to how difficult it was for Lennie and George to find jobs at ranches.
This quote from
Of Mice and Men
refer to two types of workers that existed during the Great Depression. The first type of worker has just come back from a hard day of work and the second type of worker (the tramp) is the one who is unemployed.

The Great Depression created two types of lower class people (the working and unemployed)

They come to a ranch an’ work up a stake and then the go into a town and blow their stake, and the first thing you know they’re poundin’ their tail on some other ranch. This quotation from
Of Mice and Men
refers to the plight and the tribulation that many workers had to confront.

Many laborers and farmers lost their homes and spent their time in solitude and in a depressing lifestyle.
Why does the time period of a text (or, the time period of a text is written about) matter?

The time period of a text is important because it signifies what events have occurred or will occur in that time. (i.e. robots do not exist in the 1950s)
Glenn Miller, songwriter of "In the Mood," best-selling recording artist of 1939-1943.
Men commonly wore suits and fedoras . Women wore dresses throughout most of the 1930s. Also, fur and hats were "in."
Suits became more feminine in 1939 and hats were becoming less popular.
"In the mood" was a #1 hit record for Glenn Miller composed in 1940.
First appearance of Donald Duck in the cartoon "The Wise Little Hen" in 1934.

was a popular radio broadcast during the 1930s.

7) 1940 - The Ending of the Great Depression
The economy begins to gradually improve in 1929 due to Roosevelt's leadership and reforms.
6) 1934 - The U.S. is recovering
- The economy turns around: GNP rises 7.7 percent, and unemployment falls to 21.7 percent. A long road to recovery begins.
It can make the text effective because if it is written in the same period of time as in real time, it will have more of an impact on the people who have lived through that epoch.

It also helps us to understand the context and mood of the book. Incorrect events during that time period can make the text ineffective because it distorts the context of the book.
How can it make a text effective or ineffective?

deep pool, and beaten hard by tramps who come wearily down from the
