Avatars of Glory Government
Glorious Leader
Commander in Chief.
Reserved seat on each committee, except Oversight Committee.
Sets big picture policy initiatives.
Voted on by guild.
Health, Labor and Education Committee
This committee deals with issues that affect guild members. They select directors for the Education Department and the Department of Player Resources. They should assist when necessary with disciplinary issues and with promoting inter-departmental cooperation for the purposes of recruitment, growth and quality of life.
Finance Committee
The Finance Committee deals with financial and economic issues. They set general policies related to the bank and lottery, payroll and appropriations. The committee selects a Bank director and a Lottery Director to oversee operations. They also determine how and when to use money from the guild fund. Additionally, should IRL money be required, they will consider how to acquire and deal with it.
Committee on Infrastructure and Development
The Infrastructure Committee deals with non-player guild components, and decides how to develop infrastructure within and outside of the game. They make decisions related to VOIP technologies/servers and guild websites, then work with the finance committee if additional funding is necessary. The committee selects an Interior Director who oversees guild upgrades and out of game features.
General Affairs Committee
The General Affairs Committee is tasked with operations not applicable to the other committees, primarily overseeing the Media and Events Departments. Topics for discussion should include what projects and tasks might be added into guild government.
The committee chooses the Media Director and Events Director, who manage two of the largest departments. The committee should work closely with the Directors in coming up with ideas and plans, and should help them in making those aspirations into reality.
Department of the Treasury
The Treasury Department works to maintain bank services and runs the guild lottery. Guild money flows through the Treasury Department out to departmental budgets or special projects.
The Lottery Director oversees the Lottery, deciding on details related to payouts and procedure. They are the only one that can withdraw from the AoG Bank B guild bank for the purposes of delivering the lottery winnings and sending profits to the bank. They also are responsible for choosing a winner following prescribed guidelines. The Lottery Director may hire any number of Lottery Officials. Lottery Officials can receive bets and help with other tasks.
The Bank Director oversees bank operations, choosing accounts, loans and payroll officers, and additionally works with the committee and department Directors to allocate budgets. Accounts handles receipt of deposits and the distribution of interest. Loan officers process loans and evaluate how much credit to extend. The Payroll Officer works with HR and the department Directors to determine who should be paid and how much, and then delivers payment.
The Accounts Chief can hire an Escrow Coordinator to handle escrows if that becomes a significant service.

Department of Player Resources
The HR department is concerned with recruitment, growth and management. The Player Resources Director oversees all aspects of the department, and may fill the subsidiary positions. It is likely that at any given time, the Director will fill several of the lower positions.
The recruitment subdirector and recruitment specialists are focused on bringing new members into the guild. Working with the Director, they will determine the best methods of organized recruiting, and decide what, if any, criteria are necessary for recruitment. They may choose to work with the media department for bigger recruitment productions.
The management subdirector works with the Director to determine qualifications for different ranks and jobs within the guild. They in turn are responsible for the specifics of promotion and management. They also oversee the Discipline and Retention specialists.
The Disciplinarian considers member transgressions and either handles discipline directly or deems that the Department of Justice or the committee needs to be involved.
The Retention Specialist works with the Education Department and the Events Department to retain active guild members. They are concerned with the health and happiness of guild members, and work to engage members in guild activities.

The State Department observes and interacts with other guilds, alliances and outside interests. They also coordinate WvW activities.
The Secretary of State chooses diplomats, spies and WvW commanders. They make sure that operations run smoothly and work with the Glorious Leader are the committee to determine courses of action.
Diplomats are in direct contact with important outside entities. They are usually assigned as needed. They are given some limited authority to make tentative agreements. If the guild enters into an alliance, an Alliance Steward may be chosen, whose job is to assist the alliance in operations and coordinate with guild members. Generally both a diplomat and steward will be assigned to an alliance, the former handling terms and agreements, and maintaining goodwill while the later deals with logistics and provides support to the alliance. The diplomats and steward work with the outreacher to find new potential allies.
Spies work to gain knowledge about other entities. They work with the Secretary of State to ensure the guild doesn't get caught off guard. They work with the propagandist to target propaganda.
The WvW coordinator works to develop the guild as a WvW force. They practice tactics, study strategy and streamline communication wherever possible. Within the policy goals set by the committee, Glorious Leader and Secretary of State, the WvW Coordinator provides leadership for guild forces and organizes training and strategy when applicable.

Department of Justice
The Department of Justice works to ensure fairness within the guild. They assist in disputes between guild members and arbitrate grievances from or against the guild government.
The Attorney General manages the Mediation, Arbitration and Elections wings of the DoJ. They help find reasonable times for proceedings and provide any necessary support. Additionally the Attorney General selects a chief elections officer.
Mediators help various parties reach amicable solutions without involving the more serious Arbitration Judges.
Arbitration Judges hear cases against guild members and departments. They determine the course of action, any punishments or whether to call a jury and more formal trial.
The Chief Elections Officer is responsible for smooth, fair and effective guild elections. They can hire Elections Officers to assist if needed and are responsible for finding debate moderators if required.
The Supreme Court is a special court that weighs in on any guild topic and determines its legality, then decrees any changes. They have almost absolute authority, and can only be overturned by a full guild vote.
Committees oversee guild activities related to their domain. They also select directors for their associated departments and provide support for department initiatives.
Committees can set rules for meetings, but by default meet twice a month.
Seats on a committee are filled by officers of wing rank or above. Permanent seats must be confirmed unanimously by the committee and the Glorious Leader. Temporary seats can be appointed by the committee or the Glorious Leader, and can be revoked by a majority vote of permanent seat holders.
Permanent seats can only be removed with the approval of the oversight committee and a unanimous vote from all seats and the Glorious Leader, or by resignation.
Department Directors are also included in proceedings, as active participants in discussion and planning. They may serve as tie breaker in votes if necessary.
Committee members may sponsor any number of interns. Interns are allowed to sit in on meetings and may be included in proceedings. Internship can be revoked by any committee member.
The Judiciary Committee selects the Attorney General and Arbitration Judges and suggests to the Glorious Leader candidates for nomination to the Supreme Court. When the Glorious Leader makes a nomination for the Supreme Court, the committee votes to confirm or deny the appointment. The committee also determines the frequency and procedure for guild elections.
The Foreign Affairs Committee handles interactions with non-AoG entities. They work with the Glorious Leader to decide foreign policies and whether to join alliances. The committee confirms or denies the Glorious Leader's nominations for Secretary of State, and in general works with the diplomats in dealings with outside groups or individuals.
The committee also deals with World vs World affairs, and determines how much guild effort goes into WvW activities.
The Oversight Committee is a special committee tasked with watching the Glorious Leader and the other committees and determining whether they are acting in good faith and following the guild laws. They may bring cases before the Supreme Court if deemed necessary and have authority to call emergency elections or guild votes. The scope of other activities for the Oversight Committee is up to their discretion.
The Glorious Leader is generally not included in proceedings, though they may be called for testimony or assistance.
New permanent seats in the Oversight Committee must be confirmed by a guild vote.
