Excavator outside of annealing leaked fuel because of a fuel filter leak.
The best way to deal with a spill is prevent it from even happening.
What is a spill prevention control and countermeasures plan (SPCC)?
It is a plan that the US EPA requires Charter to have because we have a total above ground storage capacity of over 1,320 gallons of various types of oils.
Multiple dates/locations
Contractor equipment leak/ failure causes small amounts of oil to spill.

Forklift didn't have gas cap on when filling up, when it came around the corner it spilled diesel.

Driver hit the side of a loading dock, puncturing a hole in the bottom of the fuel tank.

Requirements of the plan:
Monthly inspections of equipment
Containment & spill kits
The plan refers to all oil storage areas, oil based equipment, oil reservoirs, & transformers.

Potential volumes, secondary containment, and what would happen if a material was to leak/spill are also addressed.
Spill cleanup procedures
Spill prevention, equipment repair, and maintenance were discussed with the contractor.

Phos tank was overfilled. The pump was turned off at the end of a shift, but valve was left open.
Pressure valve check installed to prevent siphoning effect.
A truck had just finished adding fresh Sulfuric Acid and noticed that there was acid coming from a pipe.
Best Management Practices
Draw compound not cleaned up
Practices to control erosion
Good housekeeping
Preventive maintenance on machinery and vehicles
No dumping liquids, except city water, onto pavements or gravel areas.

Storm Water Pollution Prevention Plan
We are required to have a SWPPP for two reasons:
Monthly inspections of catch basins and outdoor storage areas

Annual and quarterly inspections of our outfalls

Spill procedures in place to minimize the amount of material that may reach the river

Best management practices in place

Take a minute before starting on a new project or task and ask yourself:

Is what I’m doing have potential to:
• Release into the air?
• Spill onto soil and be soaked into the ground?
• Potential to enter a sanitary drain or Storm Sewer?
• If something was to spill would it be over 5 gallons?

It is a lot less work to prevent a spill than it is to clean one up.
Plumbing changes were made and a new valve was added to prevent this from occurring again.
A verification that the gas cap is attached has been added to forklift audit form.
A steel plate was welded to the dock to prevent this from happening again.
Spill kits were reevaluated in the shipping area.
Truck company was talked to about skill tests/ requirements for drivers

In all cases quick response was taken to clean up the spill & the contractor was talked to about preventative maintenance to reduce the likelihood of another spill.
What is Stormwater?
Stormwater is the water that originates during a rain event. Stormwater that does not soak into the ground becomes surface runoff and flows over roads, parking lots, and other paved surfaces, picking up pollutants that may eventually make its way to a river or lake.
Requirements of the plan:
We discharge water into the Milwaukee River.
We have outdoor storage of equipment and materials.
Trash behind recycling bins
Silt fence in place to reduce erosion.

1.East of North Loading Dock # 6, along the wall.
2.P1 under the RO tanks by the universal waste.

4.P2 Outside the Boiler Room.
5.P3 In the Warehouse, by the Tank Farm.
