How a bill becomes a law Step 1: Introduction of a Legislation Can be from house or Senate Step 3: Committiee is formed. Committie discusses the bill then approves or rejects it. After both house agree on the bill it is forwarded to the President. If the president signs the bill then it is a law. Step:4 Forwarded to President Step :5 If vetoed Congress can vote with a 2/3 majority to override the veto to make it a law. Step 4: The Bill is debated over in the House The bill is presented to both houses and is debated over.
