The Government forced workers to be paid as little as possible so they could invest their money into heavy industries, also the Russian industry expanded rapidly under Stalin. The Communism in Anthem is very strict, everything is set by rules. Everybody has a specific job that they are assigned to and there is no individualism in this society, which is why the word "we" is constantly said in the book. The government has complete control and what they want and if anybody disobeys the rules they suffer the consequences. This means that the government has complete control on what he wants the people to know.
