11 - Decide and collect fines imposed on violators of traffic regulations
12 - Work on preventing traffic accidents and handle accidents once they happen
13 - Prepare annual statistics on traffic accidents, violations of traffic laws, driving licenses, and vehicle licenses
14 - Supervise closely the sixteen points all over the Kingdom that check the safety and efficiency of vehicles
15 - Represent the Kingdom of Saudi Arabia in the GCC conferences concerning Traffic Control
16 - Cooperate with the Traffic Control Police administrations in the GCC countries
17 - Represent the Public Security in and out of the Kingdom of Saudi Arabia concerning vehicles safety
18 - Prepare programs that help the public know and follow the traffic regulation and pay attention to safety instructions
19 - Liaise with the Ministry of Information to transmit the above mentioned programs
20 - Represent the Kingdom of Saudi Arabia in the local and international conferences on Traffic Control, and exchange experiences with similar administrations

10 - Prepare estimated annual revenues of the General Administration of Traffic Control Police and the branch administrations
Saher is an "Automated System" for the management of traffic via e-systems covering major cities in Saudi Arabia. Saher System uses digital cameras network technology connected to the National Information Center (NIC).
What is Saher?
A) Project's Systems:
1- Traffic Management System (TMS).
2- Auto Vehicle location (AVL).
3- License Plate Recognition (LPR).
4- Variable Messaging Signs (VMS).
5- Close Circuit TV (CCTV).
6- Law Enforcement System (LES).
* These systems will be connected to the command and control centers located in eight cities in the kingdom.
B) Command and Control Centers:
The Saher System comprises centers of command and control for the connection, operation and management of all systems in the project.
The System Of Saher
1- The Traffic Management System (TMS) is a sophisticated e-System designed to improve traffic flow automatically through the control of traffic light signals by monitoring the number of vehicles in all directions for each intersection that is so-called "Green Wave".
2- The Auto Vehicle Location System (AVL) is an e-System designed to track and locate the vehicles of the traffic dept. to help speed dealing with cases and control field corps.
4- The License Plate Recognition System (LPR) is an e-System installed at the entrances and exits to cities in order to identify vehicles for statistical purposes or to control stolen or wanted vehicles through the plates of these vehicles.
5- The Variable Massaging Signs System (VMS) is a network of signboards with live demonstration, intended to guide drivers to avoid traffic jams on the roads.
6- The Close Circuit TV System (CCTV) is an e-System designed to monitor live flow traffic on major roads.
7- The Law Enforcement System (LES) is a network of cameras and fixed and mobile radars to monitor and control traffic violations automatically and issue violation notices.
Violation Ticket Circle:
1- Monitor the violation by the cameras.
2- Send a picture of the plate of the vehicle in violation.
3- Send the violation to Violation Processing Center.
4- Access vehicle owner information from the national database.
5- Issue the violation Ticket.
6- The payment of the violation is via local banks systems.
