Why does this happen?
The golden ratio occurs throughout architecture and art because the human mind identifies it as beautiful. It's perfect halving of each section, is beautiful to the human mind, and often occurs unexpectedly in art and architecture, unbeknownst to even it's creator.
When was it discovered?
The golden ratio has been found three separate times over the course of history, found by three separate people.

What is it?
The golden ratio, also known as the divine proportion, phi, and the golden mean, is a special number equivalent to about 1.618. This number is often used in art, architecture, and found randomly throughout nature.

Phidias - A greek artist and architect who used it in construction of the Pantheon.
Plato - A greek philosopher, who discovered the golden ratio was a key factor in the physics of the cosmos.
Euclid - The reason why the golden ratio became famous, often referred to as the father of geometry.
Examples in Architecture
The golden ratio itself is found even in our solar system. The way our planets line up around the sun is equal to almost 99.9% accuracy of the golden ratio. This is currently unexplainable, and most physicists can only speculate on how or why it occurs this way.
