The article and image were created in reaction to a redrawing of Massachusetts state senate election districts under the then governor Elbridge Gerry. The Boston Gazette Newspaper Governor Gerry signed a bill that redistricted Massachusetts to benefit his Democratic-Republican Party As you can see it looks like a salamander! So the term grew out of "mander" of salamander and Gerry for the Govener who drew the district lines for political gain.
