Water Metering Technologies for
Small Systems

Plan Forward Solutions
Fixed Base Network not practical for our rural system.
In 2013 - Satellite will work but too costly to deploy and keep rates affordable.
Late 2013 - Technologies thought cost effective were (1) Cell or (2) WISP (Wireless Internet Service Provider).
Definitions
AMR - Automatic Meter Reading
AMI - Advanced Meter Infrastructure
Self-Read by Customer - Customer reads the meter/remote device and readings are manually entered into billing software.
Self-Read by Utility - Utility personnel manually read meter and manually entered into billing software.
AMR/AMI end point - Read wirelessly by hand held device, mobile (drive-by vehicle), fixed based, or satellite networks. All ways collect data and readings are downloaded to billing software.
Meter Reading Problem
Driving 4,000 miles per month!
Costs increasing - $0.77 cents per meter/month.
Takes too much time
Dangerous
No data for Water Management
The "Why" on Beacon
Cap Ex is Affordable
Product packaged just like Orion
Trusted Badger name
Op Ex is Affordable
Cloud Based Solution
UI (User Interface) is in the 21st Century, Intuitive, and Easy to Use
Text directly to Customer
Customer App - Super Easy to Use

Once you've figured out your costs and done some homework, see if you can do a pilot.

Advantages:
Cap Ex is very low - this will allow you to get by-in.
We first put our AMR/AMI end points on meters of our Board of Directors and key personnel.
The Board President had a leak of 5 gal per hour and didn't know it.
The Board was sold then had to develop Cap Ex budget.
Background
EJ Water in Illinois - Regional Water and Service Supplier to 11,000 connections.
Adopted drive-by AMR in 1993
Use all 3 major meter brands - Badger, Neptune, and Sensus.
Badger - 1,000 Beacon AMR/AMI
Badger - 8,500 Orion AMR
Neptune - 575 Drive-by
Sensus - 750 Touch and 100 Drive-by
IDT - 15 Satellite AMR/AMI
Foxboro - 20 Mag meters using SCADA

Start Small - Low Risk
Some Other Utility Industry Drivers
Water scarcity
Leakage and conservation
Regulation and legislation
New Technologies
Constomer expectations are changing - greater engagement
AMI - Water Management System
Advantages:
Real time readings - allows for water management system
Usually end point investment is not much more than traditional "walk-by" or "drive-by" technology.
Usually works very well in town systems.

Opportunities/Problems
Most Villages have old meters with different brands, and are out of calibration.
Next Steps:
How old are your meters?
What's your water quality?
Verify meter accuracy - calibrate a sample size.
Talk to your local meter reps.
Take "field trips" to respected systems to learn best practices from them.
Employee makeup.
Develop written plan forward.

Advanced Metering Infrastructure
Advanced Metering Infrastructure (AMI)
Systems that measure, collect, analyze usage, and communicate with metering devices such as electric, gas, and water meters, either on request or on a schedule
Advantages
All of AMR advantages
Two-way communication
Shark Tank
What are your numbers?
How long does it take to read meters?
What's the opportunity costs?
How much does it cost to read your meters?
How much are you spending on current technology?
How often are customer's having leaks?
Satellite
IDT Harmony Satellite Based AMR/AMI
AMI - Water Management System
Land Fixed Based
Two key differences:
Utility owns towers and data server.
Downside - large up front cost, maintenance, and customers can't access data directly.
Cell based system - Cell company owns towers and data kept on cloud server.
Upside - lower up front cost, no maintenance, and customers can access their data directly.
