The Power of Language
Language is the communication of thoughts and feelings through a system of arbitrary signals such as your voice and writing. Both of them need words.

What happens when someone lacks vocabulary and knowledge of words?

“But if thought corrupts language, language can also corrupt thought.”
- George Orwell, 1984

These quotes explain how it is easier to control a group of ignorants.
This makes the whole system unfair and can be the cause of a revolution (if the citizens knew what the word means)
"Don't you see that the whole aim of Newspeak is to narrow the range of thought? In the end we shall make thoughtcrime literally impossible, because there will be no words in which to express it. Every concept that can ever be needed will be expressed by exactly one word, with its meaning rigidly defined and all its subsidiary meanings rubbed out and forgotten." (1.5.23, Syme)
It's when a system is ruled by—or governmented by— words.

Syme explains to Winston that it is useless to have so many words when you can have simply basic words . He gives he example of the word "good". If something is excellent, in newspeak it would be "plus good" or even "double plus good" and if something is bad, in newspeak it would be "ungood".
