Milton has been working in the employee benefits and health insurance industry for almost 25 years. Prior to joining Potomac, Milton was the Vice President of Group Benefits with several regional Broker Consulting firms. His extensive experience also includes working directly with various

Sheila heads our compliance team, which assists our clients with ACA Reporting & requirements, Cobra, Section 125 plans, Section 132 (Qualified Transportation Plan), Section 129 (Dependent Care Assistance), Wrap Plan Documents, 5500’s, PCORI Fees and day-to-day compliance questions.
Q Carleton, Wellbeing Manager

Q is responsible for vetting new wellness vendors and matching clients with the carrier or vendor wellness programs that best suit their needs and budgets. In addition to coordinating wellness initiatives, Q is the voice of Potomac, creating email newsletters and broadcasting messages on Potomac’s social media channels.
Joe Appelbaum, President and Founder

Joe has spent more than 30 years in the insurance industry.
He founded Potomac Companies in 1990 with the mission of
helping employers manage the future cost of healthcare.

Located just outside of Washington, DC, Potomac has been
ranked as one of the area’s top employee benefits brokers by the Washington Business Journal’s Book of Lists for over 10 years. We are one of only two partner firms in the Washington, DC area of the ProSential Group—a national employee benefits, human resources, payroll technology and services organization.

Sheila takes a broad perspective to identify solutions which solve client problems and ensures a consistent and superior client experience. She manages overall performance of client interactions according to corporate standards and guidelines and works proactively with clients to provide information, best practices, and training. She has a bachelor’s degree from University of Maryland Baltimore County (UMBC). Sheila resides in Poolesville with her husband, two daughters and two dogs. She enjoys camping and weekends on Tilghman Island.
She has a bachelor’s degree from Princeton University and holds multiple health coaching certifications from the Institute for Integrative Nutrition, American Association of Drugless Practitioners, and Catalyst Coaching Institute. Q provides wellness and communications support for all clients.

Q resides in Colorado and spends her free time creative writing and mountain biking.

For over 25 years, she has devoted her practice to providing innovative solutions to qualified and non-qualified retirement plan needs. In addition to her extensive investment experience, Terry provides her clients cutting edge fiduciary and compliance information on legislative, case law and regulatory changes. Prior to joining Plan Sponsor Consultants, Terry developed her own retirement plan consulting practice in the Mid-Atlantic area. Previously, Terry was a Regional Sales Director for several national financial services organizations, assisting consultants and brokers in the design, implementation & service of employer pension plans.

Terry holds a B.S. Degree from American University and has received the coveted Certified Employee Benefits Specialist (CEBS®) from the Wharton School at Penn. In addition, Terry holds the Chartered Life Underwriter (CLU®) designation conferred by the American College in Bryn Mawr, which has long term relationship with Penn. Terry is one of the very few individuals, internationally, who are an Accredited Investment Fiduciary Analyst (AIFA®).

As an Accredited Investment Fiduciary Analyst (AIFA®) she is certified to conduct Fiduciary Assessments on Investment Stewards, Managers and Advisors and serves as one of only 75 Analysts, worldwide, for CEFEX, The Centre for Fiduciary Excellence. Through her affiliation with Plan Sponsor Consultants and LPL Retirement Partners, Terry offers her clients a unique employee benefit: financial wellness. Financial Wellness targets employee financial stress with analytical tools and customized education solutions. Recognized for her expertise, Terry sits on the Worksite Financial Solutions steering committee of LPL Retirement Partners.

Milton oversees Potomac LBU (large business unit), managing the account management staff, with three to eight years of experience respectively, who handle day-to-day operations and follow strategic direction. He also works directly with a select group of clients as their day-to-day, 24/7 contact. Prior to working in the public sector, Milton served in the United States Army, 10th SFG (Special Forces Group), Airborne Air Assault Division.

Prior to joining Potomac Companies, Steve worked at Preferred Insurance Solutions from 2007-2015. He became certified in Long Term Care (CLTC) and Long Term Care Professional (LTCP) designations in 2002 and has worked with over 80 small businesses by providing them with group health, dental and employee benefits.

Stephanie has recently joined Potomac Companies and brings over 20 years of experience in employee and human resources. In her previous positions, she has built a proven track record of effectively managing day-to-day client activity.
