Developing qualifications

It is right that employers, through SSCs, draw up National Occupational Standards -they are best placed to describe the competencies needed in a particular occupation. However, representations to the Review have highlighted the complexity and drawn-out nature of the resulting process of turning these standards into qualifications. The large number of bodies involved in qualification design makes it difficult for employers to effectively influence the process. Consequently, employers are distanced from the process of designing qualifications and too often feel that the end product does not adequately reflect the National Occupational Standards. As a result, too many qualifications lack value in the labour market.
