: the likelihood that someone will be able to achieve the certification program requirements

Validity
: the likelihood that the certification program as constructed will have the outcome it promises
Relevant
Program outcomes
: lower error rates, reduced cost

Accountability
: the ability of the organization to represent the competence of its credential holders

Practitioner impact
: the measurable effect of the program on the credential holder
Time-Bound
Decay: The process by which assessments lose relevance due to lack of reinforcement (e.g., the “forgetting curve”).
Feasibility and Validity
The impact a program has on its environment

Obsolescence: the process by which assessments lose relevance due to practice changes (e.g., technical advancement)
Shelf Life: The period within which an assessment reliably predicts a level of competence. Shelf life is a function of knowledge decay and obsolescence.
