So what is the difference
between Legislation and
Regulation?
Legislation is a law passed by a legislative body such as a Parliament (Acts)
Regulation is a Rule
A regulation is a rule issued by a government agency that provides details on how legislation will be implemented and managed
Legislation is the Law!
So whats the lesson there then???

The Health & Safety at work Act 1974
The Act makes it a legal requirement for manufacturers to undertake a risk assessment of all the stages of product manufacture, to ensure the safety of workers and prevent industrial accidents. The Act specifies that:
safety procedures must be displayed for all to see
workers must be trained to use machines and equipment
appropriate protective clothing must be worn
all risks must be controlled and monitored

Factories Act 1961
Has largely been superseded by the Health and Safety at Work Act 1974 and regulations made under it! However, the Act continues to have a legal importance in court cases of chronic workplace exposure to hazards such as industrial noise or carcinogens.
Fire Precautions Act 1971
The Occupiers of a place of work must obtain fire certificates before a building can be used.
The fire authority must inspect and issue a certificate if they are satisfied:
adequate means of escape in a fire
escape routes are safeguarded
provision for fire fighting
adequate fire alarm
