The enabling Act of Parliament was passed on 29th October 1962
Construction of Westway begins with site clearance

Last London Free School meeting. North Kensington Playspace Group formed by Adam Ritchie and John O Malley. The playspace was opened for the summer holidays at the beginning of August by Sir Laurence Lindo, High Commissioner for Jamaica.

The report Motorways in London, published in 1969 by the architect/planner Lord Esher and Michael Thomson, a transport economist at the London School of Economics, calculated that costs had been enormously underestimated and would show marginal economic returns. They predicted large quantities of additional traffic that would be generated purely as a result of the new roads. Access to the new roads would soon be overwhelmed even before the rings and radial roads were near capacity, while about 1 million Londoners would find their lives blighted by living within 200 yards of a motorway

Westway opens on July 28th alongside protests - The project cost £36.5m, 25% from a government grant. The Westway opening ceremony on July 28 1970 was accompanied by a local re-housing protest; as Michael Heseltine, the parliamentary secretary to the transport minister, cut the ribbon, a banner was unfurled on Acklam Road demanding ‘Get us out of this Hell - Rehouse Us Now.’

At the time, compensation was not available to people living outside the highway limits, even though they may have been affected adversely (legislation changed in 1973) but Greater London Council purchased or soundproofed the affected Acklam Road properties.

North Kensington Amenity Trust (NKAT) founded

Negotiations between the Motorway Development Trust and the Council resulted in the inauguration of a new trust with a half-Council/half-community management committee in 1971. Andrew Duncan wrote in his introduction to 'Taking on the Motorway': 'Out of a 4-year campaign, North Kensington Amenity Trust was set up in partnership with the local authority in response to two demands: The mile strip of land under the motorway which lay within the borough's boundaries should be used to compensate the community for the damage and destruction caused by the road; and the 23 acres should be held in trust to ensure that local people would be actively involved in determining its use.

Maxilla nursery school moved to a combined site at Golborne Children's Centre - Golborne & Maxilla Children's Centre take on a lease for a year to develop a Forest School in the garden of the former Maxilla site
Maxilla and all the stand alone nurseries battle RBKC to stay open/funded and succeed
Westway Nursery Association/Peoples Association conducted survey to ascertain what parents wanted/needed and Maxilla's set up was the result of this (integrated services for 0-5's and their families, good quality education & childcare, drop-in, parent support etc)
Maxilla construction begins - although this was delayed for almost a year as Westway Nursery Assoication had to conduct extensive lead pollution tests before the nursery was allowed to be built

Maxilla under 3's provision closed and Westway Nursery Association ceased - combination of funding and changes in government/LA policy.

RBKC take on the lease of the whole building, Westway begin charging a commercial rent for the property.
Prior to this Westway Nursery Association owned the building and paid a ground rent to WWT.
The London County Council was replaced by the Greater London Council (GLC)
Abolition of the GLC, the process of devolution to the boroughs was completed
A new Leader and Cabinet system of government was adopted to replace the old
Committee structure. The Greater London Authority is established reclaiming some strategic town planning responsibilities.
