Former President Theodore Roosevelt (who was President before Taft) created the US Dept. of Commerce & Labor in 1903. It was originally supposed to be called the Dept. of Commerce & Industries, but was changed to the Dept. of Commerce & Labor to make it more acceptable.

This department was separated into two separate departments-The US Dept. of Labor & The US Dept. of Commerce-in 1913 by former President William Taft, as stated before. It was separated from the Dept. of Commerce. 1913 "Theodore Roosevelt." The White House. N.p., n.d. Web. 06 Oct. 2012. <http://www.whitehouse.gov/about/presidents/theodoreroosevelt>.
