The regulation of sport is usually done by a sport governing body for each sport, resulting in a core of relatively invariant, agreed rules.

Rules of table tennis
A match is played best 3 of 5 games (or 4/7 or 5/9). For each game, the first player to reach 11 points wins that game, however a game must be won by at least a two point margin.
Each player serves two points in a row and then switch server. However, if a score of 10-10 is reached in any game, then each server serves only one point and then the server is switched.
The server has to be legal with the ball resting on an open palm and served vertically with correct position in relation to the table
the service is the only stroke in table tennis without any interference so you can make the shots you want.
good serves can influence the stroke played by the receiver and give you an advantage.
an opponent that knows you have better serves than him will feel under pressure right away!
the more you know about the different types of serves, the more you can use and counter them in games.
Regulations of Table Tennis
The bat must be legal (red and black sandwich rubbers along with at least 85% natural wood blade) and checked by the umpire.
The ball has to be 40mm in diameter and weigh 2.7g, made out of cellouid or similar plastic with colour orange or white.
The table has to be 2.7m long and 1.525 wide and lie 76cm horizontally above the floor.
The net has to be 15.25 cm above the surface of the table.
Half the time in singles and a quarter of the time in doubles you will be serving and if you make bad mistakes with your serve 25% of the time, you will be giving your opponent a lot of free points - not a good thing!
What makes a good service?
A common example of a foul service that happens in many local friendly games. You need to throw the ball at least 6 inches with a flat palm and show your opponent and your umpire (who has a top view) the ball in service.
Three varieties of serves which all have good amount of spin applied and the service placement also is accurate to where he is aiming at. He demonstrates that he has good control and excellent knowledge of the spin applied to the serve (i.e. backspin)

Watch some professional serves either online or locally at a tournament.
Understand the serve they are using and which spin they apply.
Try and imitate the serve and practice it as often as possible without any rallying
. Adapt the serve to make it unique to yourself, be inventive and clever.
