Introduction
Treaties helped cause violence throughout Washington. A treaty is an agreement between two sovereign nations. The Constitution indicates that the Native American tribes are nations and so the U.S. negotiated many treaties with them. Isaac Stevens was the first governor of the Washington Territory from 1853 to 1857. Some politicians believed that what was written down was more important than what was said, which the Native Americans disagreed with.
