2014 STAAR Alternate Test Administrator Training
STAAR Alternate Assessment Window:
January 6 to April 18, 2014
Please sign your Oath of Test Security and Confidentiality for STAAR Alternate Test administrator and turn in to me before you leave today.
Penalties for Prohibited Conduct
"Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, and any person who fails to report such a violation, may be subject to the following penalties:

placement of restrictions on the issuance, renewal, or holding of a Texas educator certificate, either indefinitely or for a set term;
issuance of an inscribed or non-inscribed reprimand;
suspension of a Texas educator certificate for a set term; or
revocation or cancellation of a Texas educator certificate without opportunity for reapplication for a set term or permanently."
Viewing Documentation Forms
Record preplanned supports, materials and response modes on page 1 of the "STAAR Alternate Documentation Form of Student Performance" prior to the observation.
Testing Irregularities
"Incidents resulting in a deviation from documented testing procedures are defined as testing irregularities and are viewed by TEA as falling in one of two categories- serious and procedural. Serious irregularities constitute severe violations of test security and/or confidentiality and can result in the individual(s) responsible being referred to the TEA Educator Certification and Standards Division for consideration of disciplinary action (including suspension or termination of educator certification credentials).

Procedural irregularities are less severe and more common and are typically the result of minor deviations in testing procedures."
Complete All Mandatory Modules
"Online training is mandatory for all STAAR Alternate test administrators. Teachers who passed all four module qualification activities in a previous year DO NOT have to repeat the qualifications this year. Only teachers who have not been successful or have not trained at all need to go through training this year."
Time Line
October
: Pass Training Modules. Review assessment tasks for individual students and instruct on the targeted skills. Make sure that the materials and/or approach used during instruction are different from those required during the primary observation to ensure that observation is not compromised.
"Release or disclosure of confidential test content could result in criminal prosecution under TEC 39.0303, Section 55.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code."
"Additionally, irregularities resulting in a breach of test security or confidentiality may result in the invalidation of students' assessments."

"The Description of Materials/Approach Provided During Instruction section on page 3 of the documentation form should also be viewed prior to the observation."
"Test administrators must keep pages 2 and 3 of the documentation forms, where actual assessment data is recorded, secure to maintain student confidentiality until after the close of the assessment window. No one but the test administrator is allowed to view pages 2 and 3 of the documentation forms once student performance data has been recorded until the close of the assessment window. After submission, the forms should be given to the district or campus testing coordinator for storage."

Students who met STAAR Alternate participation were not assessed with STAAR Alternate and were not given the opportunity to participate in any other state assessments
A test administrator, testing coordinator, or other entity shared his/her confidential user ID and password with others, which resulted in unauthorized access to student evaluation data
A student's assessment was not documented using the state-developed "STAAR Alternate Documentation Form of Student Performance" during the assessment window
Serious Irregularities
A test administrator falsified information that was submitted.

A student's scores were changed/edited/altered and/or any part of the assessment was changed/edited/altered.
Procedural Irregularities
The mandatory four modules that must be completed are:

Module 3: Observing/Documenting Student Performance
Module 4: Evaluating Student Performance

: Continue instructing students in the targeted skills and refining supports, materials, and response modes as needed. Assessment observations may begin after the student has received sufficient instruction and the tests administrator has received training, signed the oath, and recorded all presentation supports, materials, and student response modes on page 1 of the "STAAR Alternate Documentation Form of Student Performance." The description of change in materials should be noted on the last page of the documentation form before the observation begins. REMEMBER: Pages 2 and 3 of the documentation form must be kept secure and confidential until given to coordinator at end of the assessment window.

: Continue instructing students in the targeted skills and refining supports, materials, and response modes as needed. Conduct assessment observations and record student performance on confidential pages 2 and 3 of the state-developed documentation forms
January

Evaluate student performance on primary observations in the Assessment Management System and determine if the student is eligible for generalization. Make sure the correct documentation form for the student, the essence statement, and assessment task are being referenced when evaluation data is entered. Review the cueing and prompting information to ensure that excessive cueing is recorded as a prompt if the answer is given to the student. Plan appropriate change in materials for generalization observations. Provide generalization opportunities as needed, record generalization data, and evaluate performance in the Assessment Management System. Note the change in materials that was provided during the generalization observation on the last page of the documentation form. Alert district coordinator if students assigned to you are no longer being assessed with STAAR Alternate or are no longer assigned to you.
Submit assessments as each subject for a student is completed. ALL SUBMISSIONS ARE FINAL!!
