The atomic radius increases going down because you are adding a energy level
The atomic radius decreases going across because the inner electrons found within the inner energy levels block the valence electrons from being attracted by the nucleus
This is because the greater the ionization energy, the more difficult it is to remove an electron
So Metals have low Ionization levels
