So how can it all be funded?

Awarded additional funds to 30 HEIs
HEIs not covered may reclaim cost of publication fees
Publication fees can included as 'other' cost on standard 
grant application forms
However, they need to be incurred during period of grant
No bar under the current fEC guidance against 
including publication fees 
If a dedicated budget is set up then researchers 
can charge indirect costs
fEC committees need to be engaged with
university committees
only 28% of authors in 2008 JISC/RIN/UUK survey* indicated they had recieved guidance

Any arrangements need to be effectively communicated 
to all relevant staff
Web pages, short pamphlets and staff seminars
Manage expectations and identify support mechanisms
Include advice in induction processes
Central fund arrangements
