Look into buying Refurbished devices
Number your iPods using a drawing program
Assign each kid to an iPod
iPods are heavy! Put them in a sturdy container.
Use Volume Purchasing Program 
OR
Set up a different itunes account to buy apps - don't tie a credit card to it buy with iTunes gift cards only
Use Airplane mode to save your battery when you don't need internet
Tell your kids what to do when the apps start to JIGGLE or lock down the iPods in settings so kids can't delete apps
