an act instituting a Framework of Governance for Basic Education, establishing Authority and Accountability, renaming the Department of Education, Culture and Sports as the Department of Education and for other purposes
passed in Senate by August 2001

a consolidation of House Bill No. 10732 and Senate Bill No. 2191

Plan and manage effective use of personnel, physical & fiscal resources of the regional office;
Manage database & management information system of region;
Approve establishment of public & private schools and learning centers
