Western Europe
low overall capacity levels
underdeveloped systems for performance measurement and analysis
average capacities in human ressources
lack of sustainable funding models

Central and Eastern Europe
higher overall capacity levels
need to further develop already existent performance and impact measurement systems.
need to adapt these systems to changing regulations and monitoring requirements, e.g. with flexible MIS

Experiences in working with European MFIs
They don't see the microcredit market as a main business proposition
They favor efficiency for profit
They have organisational structures built for providing many different financial services
Doing microcredit only as part of their mission e.g. employment offices
Only weak incentives for efficiency in place
Organisational structures built for administration tasks
Dedicated to microcredit provision
Efficiency as pre-condition for outreach
Organisational structures are flexible

MFIs in Europe are facing specific challenges. A lot of them might not be able to absorb available funding at EU-level.
Capacity building is a useful concept that touches all vital aspects of organisational development of MFIs.
The level of organisational capacity is especially low in Western European MFIs. In MFIs from Central/Eastern Europe there is also need for improvement in certain dimensions of organisational capacity.

How does the EIF supports capacity building in European MFIs?
