a Librarian can easily and effectively create specialized, consistent-looking resource webpages with no knowledge of HTML or web design 
1. create Pages 
2. associate those Pages with Colleges, Departments, and Courses
3. publish Pages to Carmen
the purpose of the editor is to create an easy to use interface for librarians to:
the Library Link shows at the top of the Carmen course page
