Rules of engagement (ROE) determine when, where, and how force shall be used.  These rules may differ from one combat zone to another but will always embody at least the minimum requirements of international law 
The law of war is a body

acceptable justifications
to engage in war and the limits to acceptable wartime conduct.

must ensure that:
His subordinates are aware of their obligations under the law of war.
The necessary measures are taken to prevent violations of the law of war.
Respect for the law of war is a matter of order and discipline and must be enforced in all circumstances.
1.  Fight only combatants

2.  Attack only military targets

3.  Spare civilian persons and objects

4.  Restrict destruction to what your mission requires

f.Take all necessary measures to spare schools, churches, hospitals, historic monuments, museums, and buildings dedicated to religion, art or charitable purposes unless being used by the enemy.
